Revenue-Sharing Model

The Project Company generates revenues from digital services provided to platform users. These are shared with MWAN under a tiered banded mechanism. The private partner bears all financing and revenue risk independently.

Base Revenue Band
Revenues up to an initial threshold are primarily retained by the Project Company to support cost recovery and financing sustainability.
Shared Revenue Band
Revenues above the base threshold are shared between MWAN and the Project Company, with the private share proposed competitively by bidders.
Excess Revenue Band
Revenues above the upper threshold are predominantly allocated to MWAN, with the Project Company retaining a limited incentive share only.
